Pavement parking ban may not come in until 2023

Cars parked on pavementThe long-awaited ban on pavement parking – approved by MSPs in 2019 – is not likely to come into force until 2023, according to Transport Secretary Michael Matheson, with COVID-19 having delayed the multi-stage process needed before it can take effect. Mr Matheson told a Moving the Vote online election hustings, organised by transport lobby group Transform Scotland, that guidance for councils on the legislation’s implementation is not likely to be completed until this summer, after which local authorities will need to assess which streets in their area should be exempt. Local authorities, he said, “will need about a year to carry that out, so I would probably say it’s going to be into 2023 before they will be in a position to take forward the necessary enforcement action and designate the streets where pavement parking will not be permitted.”
